Club development in career mode

Since Career mode encourages the development of clubs, why couldn't we develop the infrastructure and staff thanks to the budget we have?

I would like to be able to improve facilities and training staff for example, develop a ticket office and additional  income to contribute to the prosperity of my club.
I know that other games already offer it, but since you are supposed to be the most popular, why not offer it to us as well?
