Doesn't EA work?

I am a person who enjoys a game called FC25 in Korea.
But the question here is why the winter transfer market is still working and I don't know why there are so many players who haven't even been able to bring a team because of their licenses.
Is it because it's a monopoly that you're responding and working so complacently?
I really wonder why the experts who develop games, the people who only eat rice and do this work, are so slow.
I think there are still a lot of players who have not yet paced in the Premier League, and those who have a statistic of 75 or more should be honestly paced. I do not think you can scan every player's face by yourself, but why do you have to do this because you can make enough pictures? I am sincerely curious, so please give me a sincere answer.
