FAIR VICTORY NOT GIVEN

I was in 78 minute of a division rivals match, on the score of 4-4. Penalty given for and straight red card for opponent player. The opponent then quits the match. Standing to the new rules i should be given a win. I didn’t receive a win. This win would have Made me reach div2. Are those new rules fake? I contacted the assistence and like every other time I contacted it was a waste of time.
