It’s likely your connection not the server since you had such high packet loss in the other thread. Probably what the op is experiencing too.

Packet loss does not indicate where the problem lies, only that there is one. Packets are sent back and forth from the server and your machine. A packet can be considered lost if either side loses, or doesn't respond to it.
