so i cannot buy myself ultimate edition but i can buy the standard one from other account on steam. Do i have to buy standard edition first or you just cannot buy ultimate editon for other account and yes i have to buy it from my second account on steam because i just have my money on it

What happens on one Steam account shouldn't have an influence on the other. If I look at FC 25 on the Steam store I see the option to buy either option. What are you seeing exactly? Is the Ultimate Edition just completely missing? Or are you getting an error?
no no no i mean i can see these 2 options in shop but as i add to cart ultimate edition i cannot choose option to send it buy it as a gift. I can only buy it for myself but in the standard edition i can buy it for others

I think this might ultimately be a question to ask Steam. I know that on the EA app certain game editions are exempt from refunds too as per our refund policy, so not being able to buy it as a gift might be an extension of that (although this is just me guessing). I'm guessing that it's an intentional decision though.
Looking at Steam's gifting policies, some titles aren't available for gifting. The Ultimate Edition of FC 25 is likely one of these titles.
