Suspicion of Cheating

Hello, I have been playing this game for a long time. I only play online matches. In some matches, I notice that my players move slowly and make incorrect, irrelevant passes throughout or during a part of the match. When I check after these matches, the country of the opponents is overwhelmingly Israel.

When I look at the match statistics of these Israeli opponents, I see that they win at very high rates. Could these guys be turning cheats on and off at any time during the match?
