They will never answer this.
I suspect all of their moderators are told not to engage with these sorts of posts. You'll find dozens of these, all well written, but not one response from an EA employee. The only reason I can think of is that they are aware of the problem, but have no solution even scoped out.
Seems that way, they've obviously changed something within the netcode/anti cheat/engine to have caused this.
Very rare I saw packet loss in fc24 and most of the time it was my connection which was solved by VM remotely, but fc25 is just small consistsnt packet loss.
