EA FC 25 Controller Issue

I've looked at so many forums and other posts online about controller issue with FC 25, but none of them helped my issue. I've plugged my controller in and closed steam, but the game doesnt recongise my controller. Its not the controller or the wire since I've switched both of them out. Even unplugged every USB device connected to my pc and still doesn't work. Any advice to fix this?
