Load up is blurry/ zoomed in. Only blank screen

So i load the game on PC. 

i get audio but blurry or zoomed in visuals. I press any key to go forward and it shows a normal loading screen then back to being bugged out. 

ive tried repairing the files but nothing changes. 

any help please
