Low GPU and CPU usage and frame drops and stutters in fc25 in high end PC

I have got a computer rtx 4070 ti super and Intel core i5 14600k and I got stutters in the game like in my old PC ( after an windows update ) but this update I can't return it back . The game use GPU and CPU for 50 percentage approximately and in menu the GPU usage increase I don't know what is the reason . 

I updated all drivers and I did everything from internet in Nvidia control panel and in windows settings and nothing changed . 

By the way fc 24 which was working good in my old PC rtx 3050 on medium settings was working now it's not working without stutters maybe less but also there is stutters 

So if anyone knows what is the fix of this problem so I will be so thanks to him .
