Manager Mode: Transfer Hub and Scouting missing

I just installed FC25 on my XBox and started a manager career.  I set it up to disable the first transfer window but leave scouting “on”  (so teams will start with their current rosters), but I cannot find the transfer hub in the menus once in my career to start scouting for the January window.

The in-game tutorial shows that it should still exist, but I cannot find it under any menu.

Any one else encountered this, or know how to find Transfer Hub and/or scouting?
