Any other FS in packs than Bussy ?

I mean, i already have 3 Bussy. Opened 2 FS guaranteed from champs ... back to back Bussy. Finished the weekly play objective, Bussy again. Is this a bug or this is just the idiotic pack weight ? (i wouldn't be surprised)
