Having the exact same problem. Every game mode in Ultimate Team is awful because it feels like I'm playing a game from a half second behind.
The players keep doing these weird animations, are the wrong way around for the gameplay, take extra touches, slow down when approaching the ball, and everything just feels heavy all of the time. Even things like the camera panning back to the halfway line after a goal or centering for a corner are slow and delayed, so the game restarts or the corner is taken before I can even see everything properly.
Rush is the worst one, because sometimes my players move completely out of my control, like some kind of AI assistance has come in and moved my player to the location required to match where the servers say my player should be.
It's a miserable experience and I came here looking for some solutions, but it seems there's no solution. It feels pointless trying any new players because every player feels like a Bronze player.
Sorry this nonsense happens to you too. It's frustrating.
