Missing Backline Boss - Reissued

I see that people were given Backline Boss as compensation Evolution. Was this suppose to be for everyone because if it was I didn't get it. It's neither in the store nor in the Evolution section. I tried both in the mobile app and the Xbox and nothing. How to can I get this?
