You're not stupid, but you are missing something. 

The requirements say max 3 ps+, max 8 ps, which totals the 11 that Hummels has. Your Llorente only has 2 ps+, which means since he has 11 in total, he has 9 ps. This exceeds the limit, therefore he is ineligible.
