I can't access Transfer Targets

I press on Ultimate Team then go to Transfers then to Transfer Targets and I get the message:

'Connecting to ultimate Team is not possible at the moment. You will now be returned to the Main Menu'

I've been getting this since I got the game I think.

I'm on steam.
