Is it just saying that you haven't unlocked access yet, or have you been banned from the transfer market?

If you just haven't earned access, it's likely because this is your first time playing FC on the switch, so you'll need to earn access to the transfer market on that platform.  You can do so by playing games and completing the foundation SBC challenges.
