Balancing match ups in seasons

Many players who are of Division 1 standard make multiple accounts in order to start over from division 10. The purpose in doing so is to attempt to achieve as good a W-D-L ratio as possible. 

This practice is detrimental to the players who are of a lower division standard and makes natural progression almost impossible. Many players of this standard may never progress their game play due to being completely shut out by higher tier players filling up these divisions. Having spoke to many players on different social media platforms, it is very common to see these players quit the game out of frustration. 

I am a mid division player and I put this this to the test. 

I started out in Division 10. I played a couple of hours daily for 1 month. I never progressed past division 9 and was consistently demoted back to division 10. 

When looking at the history of almost all the players I competed against, the history showed straight wins by considerable margins. 

My proposal is this. After completion of division 10, players should be matched up according to their aggregate from the previous season. This will ensure a more even playing field, and allow less capable players to both progress naturally and enjoy a better game experience.
