Passing feels extremely sluggish and direction input seems broken?

I'm using a new controller and have tested with my back-up controller to try and rule out the issue being my end.

That said, passing feels very sluggish and slow. Receiving the ball, players seem to take a good 3-5 frames longer than usual to control the ball and get a pass off even with end game dribbling stats.

The more noticeable thing is that pass direction randomly goes way off. I'll be aiming for a mid length forward facing player and my player will complete a short sideways pass instead, 90 degrees+ from the direction I set. I've tried pass receiver lock on different settings and it still occurs.

Due to a lot of gameplay tweaks being through live updates, and therefore rarely publicly documented, i'm not able to actually research this myself to see if any gameplay changes might be the cause so i'll post this into the abyss and hope for the best. If there's nothing that could cause this in recent tweaks, fair enough. But if I say nothing then problems go unspotted.
