The tattoo issue is the same as the previous game. If you choose to play offline before going to the main menu, the tattoos will appear in the game, but if you connect, they won't be there. Only time will tell when they will solve this problem, or if they intend to do so.
It seems like they now fixed it, finally listening to my suggestions lol
