Manager Career Mode Scout Issue

In my EA FC 26 manager career mode save, my scouts basically don't work. I don't know why, It seems like they scout 20 players all the time and actually they don't. They all have (yes 6 of them) 5 star vision and experience.

Also, when I set new instructions, they find new players but never scout them. How can I fix this?
