Manager career

Hi my name is daniel and I'm playing FIFA manager career mode and I want to buy other players from other clubs but when I approach to buy the player, the text says "player restricted by challenge", and I thought it was a bug so I try to buy another player but still says the same thing and I can figure out why or how this happened, can you please help me for this?
