No Transfers In Player Career

I started a Rising Star player career, with my player starting in the Argentinian LPF. My idea was to progress to a European club in Portugal (for example) before targeting a big club in one of the top five leagues. I’ve selected a target club, and my agent recommended seven other clubs. After a good season I’ve met the criteria for several of these clubs but at the end of the season there was no option to transfer to these clubs, or negotiate an increase to my wages with my current club (which is what should happen judging from several YouTube videos I’ve watched).

This leaves me wondering if it’s a bug, an issue with the LPF specifically or is my players just not good enough yet to secure a move (despite meeting all the criteria).

Any help or suggestions would be great! Apologies if this is an obvious issue - I’m coming back to the game after six years so this may have been addressed elsewhere!
