This is a continuing problem... since the other installments', like forever!
Even doing everything like, playing your role in the position (passes and such if you are a CM for example) it still does not level the % your way enough for you to get to the 65%. My experience is that if you have Maverick as your % goal you can (depends also on the other two) but I only managed this in FC25 and only once!

They need to just remove this system or tweak it so the requierments are not so bad. If you have such and such amount of attributes and 30% virtuoso ,maverick or heartbeat you should just be alowed to unlock that perk right now 50% is nigh impossible.
