Cange to a attacking tactic doesn't work as it should

When I want to change to a attacking formation - the game will just not respond. If I'm a couple of goals down I try to cange my tactic the last 15 minutes or so to hunt for goals, but I have to push the button for this 10-15 times before I get any respond from the game. Why? (I play fc 25 seasons)
