Incorrect player items in packs?

I just opened up a pack with players rated 82-88, and got 83 modric? I know his current special card is 89 rated, which overwrites the rating of the pack, but how is this even possible? How can you give me an item rated lower then the current special that's in packs? It shouldn't just contain an 83 rated Modric then, but no Modric at all OR the 89 rated version!
