Tactics not showing or saving correctly.

Playing on PC.

Only three tactics (one of which I started the match with) show up when using the D-pad and I don't seem to be able to save more than this is the tactics menus; apparently I should see five.

Can anyone tell me what I'm missing or if this is a bug?
I feel like I'm missing something in the menu system for Tactics; I find the UI for this confusing.

Also, the right D-pad menu only shows Default/attack/defend...is this all it should show?
