Why does EA allow game cheating (cheatcodes)

It seems like ea don't care about cheaters in the game. Peoples can buy cheatcodes to use in the game without getting in trouble at all. Why? If you report a clear cheater using cheatcode, ea don't do anything about it - unless if they are cheating with a third part coin trader.. then they will take action and ban the player. It seems like EA just take action against cheaters only when they lose money (witch off course they do when a third part trade with coins). To repport a player using cheatcode seems like waist of time.
