Cannot move substitute or reserve players to Starting XI in Kick Off mode

While playing Kick Off mode, I encounter an issue in Team Management. When I go to the squad management screen, I am unable to move players from the Substitutes or Reserves into the Starting XI.

The game does not allow the swap to happen (players cannot be selected or replaced), even though there are no restrictions such as injuries, suspensions, or formation limitations.
