After the latest Title Update, I am also having this issue for the first time.
I am using a standard Xbox controller, plugged in. For reference, I also tried with a Dualshock 5 and experienced the same issues.
I am also having trouble opening the overlay with RT, and skipping the team animation when entering a game.
