FPS cap in menus and resetting

Hi!

Anyone else having issues or know how to resolve fps being capped on pc?

My monitor is 180 hz, have it set to borderless and have fps capped at 165!

In menus i get 30 fps flat and same in games. I have a pretty decent pc so its not a hardware issue. I've also noticed when i restart the game it sometimes auto goes back to 30fps in the settings..
