High settings preset

No matter what graphic settings i choose, when i enter a match they are preset high.... what is wrong with this game? it ruined couple of matches, adding stupendous input lag (dropping frames below monitor.s refresh rate)... This is so old problem and yet no fix till this day... what a shame...
