Journey of nations (JoN) icons are only getting two chem.

Their cards still say they are icon league. 
Occurring for all of the JoN icons (Maradona, Carlos Alberto, Al Owairan, Hugo Sanchez and Gerd Muller). 
Only way to obtain full chem for them is through nation chemistry.

Can you share some info with us about which items this is occurring with?

If you can include a screenshot of them, then this would be great.
