This particular message doesn't indicate an issue with the game or anticheat itself, but that it's detected another program or process running in the background that needs to be closed before it will allow the game to launch.
Please be sure you've closed or temporarily disabled any background programs, particularly VPN/proxy software, hardware monitoring/tuning/RGB utilities, key remapping software, programs with overlays, or similar software, then restart and see if you're able to launch the game after that point.
i do not have any thing from the above open or even installed i even re install new windows from the beginning and formatted the old one to make suer and yet gives same error

The next thing to do would be a clean boot in that case, so you can try to determine what other process is running in the background that's preventing this from launching. Please give those steps a try!
i tried the steps also but it is not working either
I have personally already tried everything, including closing every program, uninstalling NordVPN app and anything "network-related". I have performed a clean boot, disabling all services and startup apps. I have make sure that nothing out-of-the-ordinary was running. I have rebooted my computer, started Steam, repaired the game countless times. I am ALWAYS receiving the same error. The ONLY thing that allows me to play your game is a full Windows repair (Settings > System > Recovery > "Fix problem using Windows update"), but it only works DIRECTLY after doing that. The next time I try to open the game, it goes back to the same error. Can we actually have a better answer than what is written in all your troubleshooting guides ?
