Lagging

As the of Toty, I have been lagging SO BAD. I get spiked every 3 seconds to more than a 1000 ping. My internet has 400 download and 300 upload. Is it just me or is this happening to anyone else?

I lost because I was treated as if I had disconnected even though I hadn't.
