Stutter after Stutter on 5090

i literally tried everything possible to try to get this game running smooth and for some reason i can't get the game to run 300fps (Games max FPS) without stutter on low settings even tough my pc should be more than capable to do so, i play on 1440p low settings and changed all NCP settings the thing that frustrates most is that I've see people play on 300fps with a 5090 and the max i can go without stutter is around 200fps (which still doesn't feel smooth enough its like playing on console)  does someone have a solution please? my monitor has 360hz as well
