fc25-> fc26 fifa points
can i still transfer my fifa points if i have my fifa points on fc25 purchased on EA App and fc26 purchased on Steam?

Hi, you can’t transfer FIFA points directly between EA App and Steam. They usually only allow transfers within the same platform family (like PC to PC or console to console)
ea app and steam are considered both pc though?

Exactly, and if you launch the game through Steam it still boots up the EA app regardless, so it'll work.
