I can't unlock the transfer market.

I can't complete the "complete the Foundations EVO" UT Objective in the "Venturing Out" quest. I probably started the Evolutions but didn't finish it, so it expired. How can I complete this UT Objective and unlock the transfer market? "Oluyen_yuru".
