Ill Protect You Evo Issue

I noticed this morning that some cards gets random massive boosts to reactions and composure with this evo, while others get no boost at all to either of the stats. For example, Orban 84 gold card goes from 84 reactions to 99 and 73 composure to 86. However, for the card I want to do, Hato, he is only getting a plus 1 to each stat from 79 reactions to 80 and 78 composure to 79. Why is this happening? The evo does not show it boosting either stat in general so why are some of them getting massive boosts to these stats. I saw Roger Ibanez with crazy boosts to his reactions and composure simply from this evo as well. Either give them all a boost or none.
