Relentless rise evo/web app

There is an evo if u go to North america>haiti/panama>underdogs after completing which is the relentless rise evo, i have completed this objective and didnt get the evo. I asked for help in support to a nice lady which told me go to objective tab on the web app and claim it there. But the objective tab on the web app is also locked.
