The legs are transparent.

The computer players have "transparent" legs that allow the ball to pass right through them. In situations involving fouls or penalties, you can see the offending player's legs clipping through the other player's legs and the ball itself—as if the player's legs weren't even there. This happens constantly, and the issue persists even in the FC 27 beta; the ball simply passes through these transparent legs.
