League / Country progression non existent

I manage Celtic and Scotland, won the europa league, champions league, super Cup over 2 seasons. Won the euros and World Cup as Scotland manager while focusing on Scottish youngsters to try and boost the game and still players refuse to sign for me, "the league isnt good enough for their skills..." does winning trophies actually lift the league/country at all? Between this and the players requesting transfers for no reason carrer mode feels much worse than last year.
