Transfers: enquiry system broken

I’m trying to sign some new players. The “enquire to buy” function doesn’t seem to work at all if an AI team is also interested; I get a response that the selling club isn’t willing to sell but they’re in negotiations with other teams. Which is it?

If you’re going to insist on using the enquiry route it needs to generate a response within a day and if there are competing bids it needs to be immediate.

Was the game released before testing was finished?
