Input delay issue - connection stats look fine but something is clearly wrong

Been dealing with this since around mid-August in FC26 and it's carried straight over into FC27, so I want to lay out everything in detail because I've seen a few scattered posts about this exact thing and I don't think people realize what's actually happening.

My setup: Georgia (country), on Magticom, wired ethernet straight into the PC, no wifi involved at any point. Ping to the FC Istanbul server is a rock solid 26-28ms, jitter under 1ms. By every normal metric my connection is basically perfect.

The problem: randomly during a match, for like 2-4 seconds, my inputs just stop registering properly. I'll press pass and my player keeps dribbling for a couple seconds before it actually goes through. Defensively my player switch will lag behind and by the time it catches up the attacker's already gone. It's not rubber-banding, it's not the screen freezing and catching up, the game LOOKS completely smooth the whole time, it's specifically my commands that are delayed. It genuinely feels like the controller disconnected for a second even though nothing else is wrong with it.

Before anyone says it, yes I tried a different controller, yes I tested it in offline kickoff/practice and it's perfect every single time. I also have zero issues in any other online game, League of Legends included, wired same setup.

Here's the part that actually matters: the in-game connection overlay shows completely green, no packet loss icon, nothing. But if you go check your actual match history on EA's official Connection Quality Report page (not the in-game overlay), it shows packet loss anywhere from 2% up to 20% on the exact matches where this happens, while ping and jitter stay completely normal the whole time. The in-game warning icon just isn't tuned to catch it, so most people probably have no idea it's happening and think it's their controller or their imagination.

I also tested using a routing service like ExitLag, which reroutes my traffic away from the Istanbul server entirely (through Europe instead, higher ping around 50-55ms). On that route the packet loss basically disappears in the Connection Quality Report and the input delay stops completely. That tells me it's not my house, not my ISP overall, not my hardware, it's specific to something about the direct route/server cluster near Istanbul.

What's interesting is I've come across other people describing this exact same thing, someone in Turkey directly, and I've seen mentions of Iranian players having the same problem. Georgia, Turkey, and Iran would all be routed to the same nearest EA server cluster by ping. If that's not a coincidence, this might be something specific to that particular server cluster/infrastructure rather than anything regional players can fix on our end.

Would really help to see if this lines up by region/server cluster rather than being random individual connection issues. Not looking for "restart your router" replies, all of that's been tried and ruled out already, just trying to get enough data points together so this actually gets looked at properly instead of buried as "check your internet."
