A big confusion

From tomorrow, Team of the Season event is starting. there the highest ovr will be 119. I think it might be easy to get 117 players at that time. so should I exchange 3 of my old and bad 117 players for phase two token and with that take 117 vini;a meta card which I can use for months or should I keep the 117's and go like that and look for another winger in team of the season event?
