EXCHANGE OF PRO FESTIVAL NOT WORKING

So I exchanged 9 tickets a and tickets b and only got 3 main tickets.The exchange said each exchange give 3 maintickets while I only got 1 ticket per exchange.Is this an issue or is it intended please help.
