Lunar players exchange issue

Why can't Lunar New Year players under 113 be exchanged for Extra Time 07 token, while Lunar New Year players +113 can be exchanged for TOTY Phase 02 token?

Literally every tag from division rivals is the premier league tag, I think this is a bug, I haven't gotten a single overall tag from Dr (ex. 112+ 113) (Dr=division rivals)
