If you took the time to search, you'd see that this has already been explained. The 103 Neymar card became untradeable after his move to Santos, a club not featured in the game, so his cards were made untradeable (this has happened with other cards in the past as well). You can consider getting such a rare, high-OVR Neymar card either a lucky bonus or just bad luck. Compensation is very unlikely given its "pack luck".
On a side note, please avoid posting usernames and UIDs unless EA staff specifically asks you to DM them one.
