Tots tag problem

My salutation to you ea forums if not a problem im here with a problem of the tots tags I saw other fc mobile users get 119 ovr players with just 112 tag but I get the same ovr player same as the tag, so I was wondering is it like that to get the same ovr as the 112 tag. I hope the problem can be fixed.
