Unfair matchmaking

I'm stuck at 9 stars in manager mode, but I feel the matchmaking is unfair. Every time I reach 9 stars, I'm always matched with opponents with higher OVR and ranks far above mine. I've even been dropped to 0 stars in manager mode. I find this unreasonable.
